An additional two individuals have been arrested related to a robbery at London's Heathrow Airport where 21 people were injured by what is thought to be an irritant spray, according to law enforcement.

A 24-year-old man, was arrested in Lambeth on suspicion of theft and assault and a woman, 23 was arrested for suspected conspiring to commit a robbery. Both individuals remain in custody, authorities confirmed.

The arrests come after an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Before the incident, two women had stolen from them their luggage after getting out of a parking garage elevator.

A toddler aged three was one of the injured during the incident. Five people went to hospital for treatment and were later released.

Officers arrested a man in his thirties for suspected robbery and assault near the scene. He has since been released under investigation as the investigation proceeds.

Authorities were alerted at about 8:10 in the morning GMT after reports came in regarding several people hurt by a noxious substance thought to be an irritant spray.

The assault - which authorities stated was a standalone incident and not considered terrorism - caused train delays and the partial closure of the main airport tunnel and the T3 parking facility briefly.
